As mentioned in the v10 milestone, the project needs upgrading to Proj9 and the new epsg db format. This migration would also require the runtime update to python 3.8+

These changes could potentially break the system, therefore adding functional tests before the upgrade is necessary to contain the fallout. Work on this is already underway at this fork.
