Add a section to give a consolidated view of all steps to deploy CEEMS on either a SLURM or Openstack cluster. It should include

Preparation of compute hosts
Prometheus config
Grafana dashboards

to name a few.

The objective of this section is that operators should be able to deploy CEEMS on their clusters just by following these steps.
