The src value in the content type is absolute. Something like:
<content type="application/octet-stream" src="E:\MicroserviceTemplate\VSMicroservicesTemplate.vsix" /
If you then move this to a web site or remote UNC, the path is no longer valid.
Change it to a relative, file name only, src solved the issue of moving to a network UNC.
<content type="application/octet-stream" src="VSMicroservicesTemplate.vsix" /
To affect this I change line 81 in FeedWriter.cs from
writer.WriteAttributeString("src", package.FullPath);
to
writer.WriteAttributeString("src", package.FileName);
