Choropleth>Advanced>Color if-then error

Problem report:

Creating an Advanced Choropleth layer on a map by administrative region of Haiti. When selecting "Haiti" as the country, and Commune as the level. When doing this, the commune list of names is not in Haiti (maybe Uganda?). Trying to construction an if/then statement to select a specific set of communes to color.

Brian: seems to only happen when using an if>then statement within the Chloropleth layer>Advanced>Color by data function. The same names appear no matter which country and administrative level you choose (see attached photo).

The last rows by _id for admin_regions are for Uganda, maybe the list is showing up in this order:
