$.tooltipster._plugin({ -> Uncaught TypeError: Cannot read property '_plugin' of undefined

I've been having on-and-off problems with:

tooltipster-follower.js:25 Uncaught TypeError: Cannot read property '_plugin' of undefined
at tooltipster-follower.js:25
at tooltipster-follower.js:19
at tooltipster-follower.js:21

... the strange thing being as sometimes the page loads correctly and sometimes I get this error - without changing the code. Any suggestions on how to force the tooltipster library to load first as to not cause this error?
