The rules page currently has very little motivation or context. It would be nice for newcomers to provide more details.

Freeciv is a turn-based game, and LongTurn was devised as a way to allow people with limited and/or inflexible schedules to play multiplayer. As such, interfering with another player's moves while they are making them (Real-Time Strategy, RTS) is not allowed. This would include, but is not limited to, actions such as bringing reinforcements into a city while another player is partway through an attack. For practical reasons, an exception is made for a two-hour period around turn change (TC), where simultaneous actions are allowed. Players are free to agree on different rules between them.
