Use logstash-input-tcp socket as output

By using the already existing socket from a logstash-input-tcp plugin as output we could implement a genric TCP server which can handle arbitrary (simple) plaintext protocols.
Integration of new/less common sources could be easyer instead of implementing new plugins for them.
