Runtime upgrade research in sgx-runtime

We need to do research and test the runtime upgrade feasibility in sgx-runtime.
We should be able to answer the following questions:

• is it required to publish a new enclave?
• how to upgrade the runtime inside sgx-runtime? (any missing impl?)
• manually test it
• manually test the migration if possible

After thinking we'd like to (roughly) split the implementation into the following sub-issues:

• Enclave update [1] - add update_enclave implementation #1177
• Enclave update [2] - adjust key provisioning #1178
• Enclave update [3] - handling of update_enclave in the worker #1179
  • Enclave Update [3-1] get scheduled enclaves from parachain in tee-worker #1383
  • Enclave update [3-2] Check mrenclave and scheduled height before produce blocks #1295
• Enclave update [4] - state migration and copy-over #1180
• Encalve update [5] - test the update thoroughly #1181

Please note this is only the initial plan and is subject to changes.
