[Revise] automated version updating when a pull request merged #1183

Summary of request

As explained on contribution guideline, version numbers of development versions are incremented as follows.

2.26.1 (the latest stable version)
2.26.2-alpha for bug fix or revision of intrnal/config files
2.26.2-beta for bug fix or revision of intrnal/config files
2.27.0-alpha for enhancement

Why required / what will be improved

Version changes are poerformed manually by updating "./covisirphy/__verision__.py" and this should be automated.

The current Version

CovsirPhy version I used: 2.26.2-gamma

Per SemVer and PEP440, we can use "developmental release".
