expected behaviour:
When the project is inactive, meaning the current participation phase has ended or has not yet begun, the rating buttons should be greyed out and not interactive.

behaviour:
Currently the button does not deactivate when the participation phase is over. Rating is disabled correctly, however the buttons are still blue, respond to mouse hover and lead unregistered users to login.
