在springboot工程中，ip2region.db放在resource目录下，在通过maven编译时，有可能会出现被重新编码的情况，从而引起报错
可以添加插件

groupId：org.apache.maven.plugins
artifactId：maven-resources-plugin
使用nonFilteredFileExtension标签进行过滤
