Chat button will not always appear on the bottom right

Concern

Whenever I am doing my prework, sometimes the chat button shows up and I use it and it works fine. Other times, it does not even pop up. I try refreshing the page and closing the tab and it still doesn't show up. Maybe restarting my browser might help? Anyways, it would be useful if it was always there so I can always get help
