add the ability to upgrade the APIC for a given enclave

Background & motivation

we have some users exploring using long running enclaves on the cloud but they won't be able to use new APIC features against these old enclaves as we can't restart an APIC with a new image just yet

Desired behaviour

some way to see the APIC version of a given enclave and for a way to upgrade it

How important is this to you?

Painful; the lack of this feature makes using Kurtosis frictionful.
