After formatting, I can scroll but there's no scrollbar

Probably related to #1438 and #1440

Desired behavior

When there's actual content to scroll, the scrollbar is enabled for code blocks. When there's no content, no scrollbar

What is the severity of this bug?

Papercut; this bug is frustrating, but I have a workaround.
