https://github.com/localstack/localstack seems to be the clear winner in mocking AWS; we should show an example of it with Kurtosis

I believe this is valuable to keep in the freezer and revisit in 4 weeks. We may learn something in the next 4 weeks that convince us that this is something worthwhile investing in as part of the Cloud offering. @galenmarchetti for SA
