Enhancements on code quality and stability

Based on Arena 2024 roadmap, to enhance code quality and stability, I think we need to complete the following tasks.

• Run go fmt, go vet on the entire project. (chore: go fmt #1028)
• Run golangci-lint on the entire project. (chore: fix go lint. #1030)
• Add CI to run the tests for Go. (Add CI to run the tests for Go. #1031)
• Add CI to run Go unit test. (Add CI to run Go unit test. #1035)
• Upgrade Go version and dependencies (Upgrade Go version to v1.20 #1032, Support Kubernetes 1.26 and KServe 0.11.2 #1041)
• Enhancements on Arena SDK.
• Add CI to run integration test (Update Makefile and release workflow #1128).

hello, we use arena in deploy GPU Inference service and tfjob, but we meet a question existed long time of arena。is this issue #51 plan to supported this year? we can give some contribute, if you need. TIA！
