Improve beacon to check for non-optional function arguments when adding a callback #56

On first callback add, beacon should store function signature and check subsequent callbacks for conformance.

Also the check should be performed on attempting to blink.

For signature extraction, the sb-introspect:function-lambda-list function should be used:

CL-USER> (defun foo (a b c &optional g)
           (if g (+ a b c g) (+ a b c)))
FOO
CL-USER> (sb-introspect:function-lambda-list #'foo)
(A B C &OPTIONAL G)
