Summary

for users without emoji management permissions, replace the "import emoji" button with a "request emoji" button that notifies people with emoji permissions.

it would need anti-spam measures in place like daily rate limits, server-side toggle, or limiting request permission to certain roles.

Purpose

makes it simple for users and mods to request and add external custom emojis.
