A user not enrolled in the course cannot call people (they may have access for other reasons...e.g. manager role). The error is not very explanatory

As the video chat tool is used for people in the same course. It does not show site-level managers in the course level video chat block. I could not duplicate the error message.

Ah, it must happen for admins only? I incorrectly assumed it would happen for managers too
