Bump stargz-snapshotter to address indirect dependency on github.com/docker/docker

Our fork of containerd includes stargz-snapshotter, which pulls in github.com/docker/cli which in turn pulls in github.com/docker/docker. They are working updating dependencies to address this; we should bump stargz-snapshotter, once this work has been completed.

• go.mod: Bump up dependencies containerd/stargz-snapshotter#1765
• CI: Use docker compose instead of docker-compose containerd/stargz-snapshotter#1764

Handling as part of #10806. Not actually bumping the version because it requires containerd v2, but we can at least bump the docker/cli dep with a replace.
