score transfer to other nicks

spam people with an initial message that contains an uuid that is associated with their account in order to be able to transfer the account once.

problem: people might group together in order to farm score for specific accounts.
might need to keep track of how many transfers an account already had and add them for each account together in order not to have mor ethan like 5 transfers in total.

the account transfer might as well need the approval of an admin.
