journal-triggerd as a user vs system service #12

Greetings,

I'm already using journal-triggerd to deal with an odd corner-case where my USB devices all go away - and it's working quite well.

I would also like to use it to trigger a GPG stub-key rebinding when a Yubikey is inserted into the system. However, that has to happen within the user's account - I looked at the code, but there doesn't seem to be a way to have an alternate directory for the rules files, such as $XDG_CONFIG_HOME/journal-triggerd

That way, I could have two instances of the service running, one for the entire system, one for each given user currently logged in.

I can submit a patch, but wanted to see what people thought first.

Well, it seems this project is abandoned. I wonder if a fork would be worthy, instead

I still use this project (and like it very much). I'm happy with the current features, but a more actively developed fork would of course be great :)
