Improve Display Options for Full Links in JFrog Artifactory Headers

Is your feature request related to a problem? Please describe.
Currently, JFrog Artifactory does not support markup in headers, which we have to give the full URLs in plain text for banners or descriptions. This approach negatively impacts the visual appeal and readability of the interface. We propose enhancements to address this limitation.

Clickable Links Without Displaying Full URL:

Enable users to provide descriptive text for links (e.g., “View Docs”), making the header cleaner while keeping links functional.

Support for Shortened Display with Full URL on Hover:

Allow headers to display descriptive text (e.g., "View Documentation") while showing the full URL on hover as a tooltip.
