updates.jenkins.io is not accessible via IPV6

As a result, if jenkins is deployed on an IPv6 only machine (because IPv4 addresses cost a fortune), you get errors like this:

Reproduction steps

Deploy jenkins on a machine that is IPv6 only.

Go manage jenkins -> plugins.

See updates failure.

Hi @minfrin , we are not able to provide an IPv6 interface to the machine hosting updates.jenkins.io as for today.

We are already working on migrating to service to another system in #2649, which will introduces IPv6 support.

We hope to be able to deliver this to production before end of year.
