I found a couple issues with compiling encog-c on mingw (creating the libencog.a file)
My compiler is TDM-GCC-64 and also I use the mingw-get-installer for make.exe and associated utilities
Error RANDOM_RTL undefined, RANDOM_XORSHIFT undefined.
Also util.c has an _MSC_VER define check for a few functions that are problematic. set_unbuffered, set_bufferered, and kbhit functions.
