Yes, it should work as a client to any EPP compliant domain registry - but I've not tested it with one that do not support the "fees" extension - https://datatracker.ietf.org/doc/html/rfc8748

In the Installation instructions, there are details about connecting to an EPP registry.

However, I believe you need to get some kind of ICANN accreditation to be allowed to sell gTLDs - but I could be wrong.

ccTLDs make their own rules !

I used to be CTO at the dot-IO domain registry & wrote their registry system so have tested it against that - in fact nameshake.net is talking live EPP to two test registry system I have running.
