[Blocked Parent] The reason about blocked parent isn't displayed for user

Environment: Windows 10, 64-bit, Microsoft Edge 121.0.2277.128
Reproducible: always.

Preconditions

1. Go to https://oos.dmytrominochkin.cloud/
2. Log in as Parent
3. Make sure that user is already blocked by the institution

Steps to reproduce

1. Go to the page of institution or any of its workshops
2. Pay attention to content of the page

Actual result
There is no info about the block reason for user

Expected result
Info of the block reason may appear for the Parent on Institution page. When Parent goes to the page of Institution that blocked him, a message with block reason appears. The Parent cann't start writing messages and submit applications to the workshops of the institution that blocked him.
