Since keactrl dosen't exist in the packaged for debian 9. Is this project now obsolete and will it be discontinued ?

keactrl is still part of the kea suite and is included in 1.6. For packages there are systemd (or possibly other) scripts that are system specific. They fulfill the role of keactrl. That doesn't mean we obsolete keactrl. Simply there are cases when keactrl is not needed.

Regarding obsoleting Antherius, see #33 (comment).
