Summary

Cohort specific forum: Currently, we have a forum that cuts across treatment! There was the option to manage forum per treatment. The scenario should be: We have a general forum that can be handeled across treatments OR there is a forum that is cohort specific.
Admins should be able to edit each other's forum posts! This is really urgent!

Description
Logging in with different user names shows that there is no cohort specific forum.
Also: When an admin posts, I CANNOT edit it!

Expected behavior
See description above! We have to specify this even further!
