Once we've build out a working and performant version of lightning storm, we need to prep for payments.

One key question here is how should accounting be done for metadata requests?

We probably need a transport that counts:

total transferred over metadata
but doesn't report the data verified to go-data-transfer until the actually bitswap requests completed and are verified
perhaps we need to distinguish between receiving data and verifying data in go-data-transfer to allow a receiver of data to trust a certain amount of unverified data -- see Add distinction between received data and verified data filecoin-project/go-data-transfer#320
