A referral system with ranking (Optional: connected to the Soonaverse NFT Marketplace)
For each referral you receive XP or SOON tokens or a made up thing like Flames or perhaps even iota's. Then at certain time intervals reward the top Firefly Scouts with whatever price you deem fit.

You could also reward by % of total referrals. For example, Reward the top 100, they receive a percentage of the prize money. They gathered 1000 referrals, number 11 on the ranking got 10 referrals. This means he earns 1% of the prize money. It's more fair and it stimulates the top 1 player and all close to and in the prize money to keep going, however may be harder to set up. The more ranks get rewarded the more people will keep scouting, untill the reward becomes to low. Tweaking this into balance is key to optimal results.
