[ENH] Tests for pheno import

Pheno import is currently untested and fixtures need to be setup

Describe the solution you'd like
Ideally we should have a fixture dir with a few handwritten instrument files and a handwritten pedigree file, a data dictionary and type inference configurations to test the tool fully. The output should be written to a temporary directory.
