Is your feature request related to a problem? Please describe.
Phenotype browser downloads recently received a memory optimization which severely reduced the memory usage of the download. The download was also changed to be instant and handled by the web browser so download progress and speed is
visible. The speed however seems slow on larger studies.

Describe the solution you'd like
We should investigate the download speed bottlenecks and find solutions to the problem.

Additional context
On a local HG38 production instance, downloading all measures from the browser on the SPARK Consortium WES batch 2 dataset took 4 minutes and 40 seconds.
