Upload of new vocabularies

We need to urgently upload AGROVOC and WORMS. AGROVOC is needed by 25 November for a meeting including FAO. In the last E84 contract the following was completed (See Item 3 in EDS Final Report for 'instructions; https://drive.google.com/file/d/1BFwF_7ZuRdGWTKfv2lPV1MEUUX8QPLnf/view?usp=sharing) Can we now use the E84 function to upload at least AGROVOC please.

Also recommended is VOCBENCH, which is a vocabulary management tool but need advice if this has to sit within EDS
