OceanKnowledge Tagger page updates and navigation tweaks.

The OceanKnowledge Tagger page (click OceanKnowledge Tagger from the landing page) has not been updated in awhile and has a few issues:

• I don't think the search bar should appear on this page.
• Figure out whether we should hide the reCAPTCHA on develop or if we can configure it with a develop and production domain name. It currently doesn't work in develop which prevents you from testing the feature in that environment.
• Determine a way to make navigation back to the landing page more obvious than just the OBPS logo or back button.
• We should really verify that this page still works as expected. It's been awhile since we've tested this feature.

For navigation to home page I have a few ideas - let me know if you have any preferences or want me to try to find something else

'back to home page' under submit button:

some type of variation of Home / Tagger at top of page

Adding 'Home' in the footer

@brianandres2 Thanks for the options! Personally I like option 2 with the Home / OceanKnowledge Tagger breadcrumb.
