As a volunteer ChangeMaker who has reigstered for a project, I want the "unsubmitted POI" promt to only come up, after I've either started the timer, or filled out the questions. #311

We should also changed the prompt to something more intuitive like, "You've already clocked in, would like to continue this session or clock out."
