Categories and Subategories Listings

There seems to be a disconnect between Category Settings in admin and trying to set up the category for a part. From my admin > Settings > Categories > Category Settings I have this:

Notice it has 4 subheadings. This is what I get for choices when I try to edit a part:

The last subcategory of Hardware/SCREW isn't available as a choice, and of course, that is the one I want. So what is going on? What do I need to do to get that fourth subcategory as an option to pick for the part I am trying to edit?
