Ability to start a workflow
Ability to schedule a message
Ability to change password for a user
The permissions are then assigned to a role which in turn is assigned to a user e.g. Roles such as Health Promotion Admin, MoH HR admin etc. can be created and assigned to different users.
System admin and overall admin roles are thereby limited to 1/ 2 users and have superior rights to other roles.

@ashaban and @lkwirica, need to agree on the roles and specific permissions for easy tracking. In the system, it seems there are 4 roles (admin role, admin-location based, HR manager/Case team lead role, and Data clerk role). Permissions for each user role are not clear, this needs to be agreed upon.
