I pulled files from the latest Git master branch, built the solution (using the workaround for issue #241), and tried to run iKnowLanguageCompiler.exe by using lang_update.bat. It did not work with error "Failure in language compilation : Err=-1073741515". If I run iKnowLanguageCompiler.exe directly, I get the command prompt back but it does nothing. Same issue with iKnowEngineTest.exe.
I recreated the same development environment on another Japanese OS laptop and built the solution there. Trying to run iKnowLanguageCompiler.exe and iKnowEngineTest.exe does nothing, just like the first computer.
I copied the same iKnowEngineTest.exe executable along with files from bin directory and dll files onto a USB drive. iKnowEngineTest.exe does execute successfully on the USB drive, on both computers. iKnowLanguageCompiler cannot be run unless it is located under \kit.
It is unclear what recent change has caused this. I am asking @ISC-SDE and @ISC-NLeclercq to try to reproduce on their computers to find out if this is specific to Japanese OS or not.

I was able to run the Language Compiler and lang_update.bat when I reverted ICU back to 67.1. Maybe this is related to the ICU-related merge that happened last month.
