We need to be able to "block" an acl binding from being inherited (ie, block a column from inheriting a table level acl binding). Blocking requires specifying an acl binding of the same name but set to false. ERMrest would also allow one to specify an acl binding of the same name but with a different body if one wanted to reuse the same acl binding name but with a different effective policy.
