お気に入りタグ機能を追加する

What

friends.nico にあるようなお気に入りタグの機能をQiitadonにも追加する

Why

別IssueにあるQiitaとの連携機能（仮）で、Qiita上のタグをQiitadonにシェアする際に、mastodonのハッシュタグに設定すると良いのでは、という案がある。
それによってタグの活用が進むことを前提に、お気に入りタグをピンしておけるようにしたい。

現時点では流量もさほどではないのでLTLを見ていれば追えてしまうため、シェア機能の利用をまってから検討する
