Research screen-reader accessibility for voting #358

I think it would improve the user experience a bit if your votes were submitted only after you pressed a 'submit' button after making your selections. I am a screen reader user, and when submitting my first votes, I noticed that arrowing through the items in the drop down boxes was seemingly recording a vote, and I was afraid that would spoil my ballot.

We'll need to research this further. Does arrowing through the items actually record a vote? Or does it only "seemingly" record a vote? Is it possible to do usability improvements?

I can research this myself using screen readers available to me, but I'll need @mjmusante (or somebody) to give me instructions on how to access a ballot in the docker test environment.
