Where to document the rule/logic for LTP. This could be in the YANG Guidelines, T-NBI 2.0 discussion, TE Tutorial in TEAS, or directly in the YANG model (statement or description).
Adding a when statement in YANG would require an NBC change to RFC8795 since the interface-switching-capability list is already defined both for the link and for the LTP
The YANG Guidelines for multi-technology single instance model should mention the rule/logic for LTP either explicitly or by reference to another guideline document
The TE Tutorial in TEAS has not been updated for more than 3 years
Probably the best option is to provide the rule/logic for LTP in the T-NBI 2.0 and reference it from the YANG guidelines
