CL/CE - which encrypted vessel identifiers to include if there is a difference in the number of vessels in the official/scientific data #209

A question was asked during WKRDBES-INTRO. In the case where different vessels contribute to the official and scientific values in the same CE/CL row, which encrypted vessel identifiers should be included? For example, if the official data shows 3 vessels contribute to the "official" values for that CE/CL row, but after applying a correction the "scientific" values only have contributions from 2 vessels, should we include the 3 encrypted vessel identifiers from the official values, or the 2 encrypted vessel identifiers from the scientific values?
