We made a claim in a recently submitted paper that if a technology discount rate (TDR_t) is not specified by the modeler, that it defaults to the global discount rate (GDR). This is not currently true.

Pyomo does not currently have this capability.

To be clear, this is a bug because there is currently an inconsistency with the only written (and hence, authoritative) documentation for Temoa. After new documentation, this may become just an enhancement.
