Let end users import internal training data through the website

The Galaxy UI needs the ability to have a spreadsheet of training data uploaded, and run a script that will import the data into the Galaxy database.

This needs further discussion and confirmation from HOT's internal training team. We will meet with the training stakeholders mid-January.

We were able to develop a proof of concept to ingest training data from multiple spreadsheets. For now on hold as this is not priority in the roadmap for the next 3 months.
