(2024.5.0) separate streamlined mapper application

Mapper app in Svelte, minimal, offline support
	Mobile UI
	Decided against using Flutter, as can't easily use flatgeobuf/pmtiles etc
	The offline support for PWA is great & also makes for much easier install process (no app store)
Project management app currently in React
	Desktop UI
	Perhaps refactored to HTMX in future
