Tabs widget bug with fragment based switching

Two tab widgets on the same page doesn't work as they notify themselves of the fragment change (when they have the same tabs like the theme preview page displays). In addition to that the fragment changes when the fragment is changed from within an iframe when the iframe content is set manually. The tab widget should have an identifier for the tablist and then the fragment or some other mechanism can be used to have the current open tab stored for each tablist.

Fragment based tab navigation was disabled some time ago. Another method of switching or navigating tabs might be preferable. Even then it's a question whether one needs it as it is cumbersome to hit backspace several times to go back to a list view after having a look at some dataset's modify view and walking through some tabs.
