This is more of an auto-block logic on a section - so the layout will be defined by the Section Metadata. There blocks/images you see are to represent the two variations of the layout that the section must support. Those individual blocks are capture in other issues

The "blurb" isn't found anywhere on the actual article page. So it'll come from the Metadata. This ticket though is just regarding the layout of the blocks - tickets #6 and #7 are for the individual items in the layout.
