use an h1 for the 1st large header on the page

We initially chose to set the first large heading to be an h2, and the smaller sub-heading just before to be an h1.
For SEO and indexing purposes, we need to switch to an h1, and a decorated paragraph before.

So we need to:

1. re-author all pages to change the h1+h2 to a p>strong and h1
2. adjust the CSS styles so the h1 & h2 have the red bar at the bottom. also need to fix the 1st h2 styling so it just styles like all other h2s in the page
